Using 2 icons travel for one free action and one action at the same time.

On Bga we cant do that action but in oficial game rules is clearly possible.
Using 2 icons travel card, one for free action (ex: tap arrow assistant) and one action (dig a site) at the same time.
Is possible to fix this?
