I don't believe it is T&E. Reiner Knizia's games have been developed for consoles, tablets and smartphones, so I don't think we will ever play them on BGA.
And Baluchestan Province is in the SE part of Iran, far from Tigris & Euphrates.

My guess is Yspahan. The clue is written in persian language, and Yspahan was capital of Persian empire.
There is already one game designed by Sébastien Pauchon on BGA (Jaipur), and 3 games published by Ystari games (Caylus, Amyitis and Spyrium).

Knizia does not allow free implementations of his games. He has forced other sites to take down his games.
