Unable to add past the left column

For some reason, I am not able to add to the Fort, Wall Guard and Forest past the first third of the section. I have plenty of blue and black workers to add to those spots, but the option doesn't highlight to mark off on those locations. Here are the details of game and progress

Hi - Do you have your medium granary built?

Yeah, as dottiegirl said, it's correct behaviour, you must build the medium granary to build wall, etc. in the second column (and the large granary for the third). You can see these just below the fort row.
