Opponents giving up

Lately, my opponents have been intentionally running out of time when they are losing. This is frustrating for everyone, and is very selfish. What's even worse, is that the other players are only rewarded 8% of the elo that they would of normally gotten for a win (at least in my games), even if that player left in the 3rd round. How is this fair? This takes away the fun from the game, and needs to be fixed immediately.
