Is there an update on this, is the implementation still going ahead?

I’d love to test too, played GP/TM and AoI all a lot, both on and offline.

For some reason - the game always allows me to make a new federation even when the action isn’t possible. Other actions are greyed out if I don’t have the resources to perform them but for some reason the form federation action never is. Am I missing something here? I feel I know the form federation...
