Yep. The solution has been found. User error.
I misread the rulebook (probably through wishful thinking).

The die roll does just have the chance of giving you nothing if you are full up on your canteens.

So I've been playing the 2nd Edition of this quite a bit on here lately, and when rolling the resource die I've been rolling the Canteen A LOT. I know, random number generator.
