Which set joker goes to

I'm wondering why the joker card didn't go to my biggest set for end game scoring. I reread the rules and I'm sure the joker card adds to whichever set you like at end game (unless it's a full 12 card set). It seems it just went to my grey set by default and stayed there. :?:
