When it got to the produce phase I was prompted that I had an ability to produce a good on a windfall world, but when I clicked on a windfall world to produce a good it said I did not have the power to be able to do it. Why Can't I Buy This Card?

Can anyone explain why I am not able to purchase the Town Hall? I have completed the first stage of my wonder so I have all of the resources needed to buy the card. Stuff like this happens from time to time.

Has anyone else had issues like these.
