Yes, Italy needs 3. Historically, many Axis allies joined after the fall of France and in 1941. Under the old diplomacy rules, it happened much more quickly and Italy joined one side or the other before France fell. USE does not have every historical army for various reasons, e.g. actual size or length of existence.
