Are you counting the duplicate cards? Each development of cost less than six has two copies in the deck. One of the expansions also adds a third copy of contact specialist.

It's a display issue with the replay, not one that affects gameplay. I've seen it myself when looking at replays for my games in the past. Have you tried clicking the good and then Alien Weapon Cache? That's usually how the BGA RFTG implementation handles "spend stuff to increase military" type cards - you activate the power to get +x military and then choose a card to play from your hand afterwards.

Are you enabling expansions? IIRC the base game only allows 4 players, with the max increasing with expansions. I think you can play with 5 people with GS and 6 with GS+RvI

I'm not at my best with BoW, so I'd certainly be interested in seeing what a skilled player has to say about it.
