@ Skullblaca The infantry spending ability comes from Leaders, which weren't introduced until PoK. This is just the base game, no expansion.

You honestly said it better than I could. I get that every expansion pack has something that's "broken". I just happen to feel that this one is the most frustrating, simply because of how abruptly games end by spamming development, if you get the right combination of cards, as you said.
