One point cards no longer break tie?

Did the rules change? How is it possible there was no tiebreaker in this game when I had 7 one point cards compared to the other player only having two. I can't comprehend how I didn't win this game? I did not lose once and the other two players did. Somehow I ended up second in a tie. Will someone please explain this?
