This is likely a difficulty 1 game, 2 would be a stretch. I almost passed on playing this one because I like games that I can pick up quickly. This game was explained to me in <1min. How does this get decided in the first place and how do we change it to be more accurate?

Im not sure if you'll find exactly what you are looking for. One way to get a fairly decent distribution is to look at the ELO of the people participating in tournaments. These are active players that play all other skill levels. It removes the outliers, eg. people that only play against 1 or 2 oppo...
