You must base the report from an ongoing TI4 game, which you don't have atm. Otherwise you won't be able to create a report, or a suggestion.

Maybe you should create a suggestion here there which people can add votes on. Report must be based off a ongoing TI4 game, but you can create a general suggestion and see how much thumps up you get (or down).

I've only played base game and I've gotten used to it and I've not played with expansions yet, only read about it.
