I've gone through my production phase and now I have, up top,

Choose how to allocate materials (1 [general token] remaining​)

What do I do? I've clicked on the Empire card, the buildings I've built, the resources on the right rail, nothing works.

Newbie question about how the BGA interface for this game works: After the draft, we're in production. I selected three cards and hit recycle. The three cards I picked are now green-framed. The instruction up top is now "Choose how to allocate materials." All I can do is move the cards lef...
