Can this be played on a touchscreen tablet?

I can't figure out how to drag the tiles. Every other game works via touchscreen that I'm aware of so I figure this one must work that way as well.

Playing on windows tablet?

I can't seem to select anything to place on the maps. They have a rotate icon and that doesn't do anything either. I've tried the crossed arrow buttons with no luck. This is the only game on BGA I'm having this issue with. Any able to play this on a windows tablet?
