Yes, you need 3/4 CARDS, not coins, of each color listed. It will come automatically at the end of turn, unless, you can claim 2, in which case you must click on 1 and if no one is challenging you for them, the second noble will go automatically to you at the end of your next turn.

If same # of points and same # of cards,
It's a tie tie. I know cause I tend to get quite a few number.
I even got a triple tie both with point and card numbers.
Also, the rule book does say that least number of cards breaks points tie and same number of cards is a final tie.
