I just checked and it does say a hex that is closer to any of your colonies. Shame, this removes too much possibilities for my taste.

Developer is lunalol, the guy who answered you above. But I think he moved to other projects so Space Empires 4X only gets bug fixes. Otherwise, I don't think there is an option to skip the development of your own corner of space. I don't remember such option in the rules either. It isn't that long ...
