definately needs an undo button. according to the rules all tiles are placed simultaniously, in this implementation, placing and locking a first tile incorrectly can lead to not being able to place later tiles at all.

The top of every track is always a 1 time immediate bonus. Going up the track lowers the cost of initiating a Gaia Project, but never actually causes it to happen. Starting a Gaia Project is a subsequent action on a subsequent separate turn. The text in the game matches the text in the official Rule...

From the official GP rules book on PG 14

You cannot form a federation by connecting more planets
and satellites than are needed to form it. In other words, if
the federation would be valid with at least one fewer planet
and one fewer satellite, you must change the federation.
