Board Game Arena

Is there a setting to stop the board from flashing at the beggining of the game when you are choosing where to place your settlements? I find it distracting.

I'm curious becasue I've noticed some player's profiles show them losing 3 karma points due to moderation. The penalty grid on the moderation policy says a level 0 offence loses no points as a penalty, and level 1 offences loses 10 points. So how have some players lost 3 karma points via moderation?

I don't understand why I didn't score when the big city was completed as I had a meeple on it. Is this a bug I have I misunderstood the rules?
