When you hover your mouse over the city plan, it will TELL you that you may NOT use estates from other city plans to fulfil this other one...

Usually, it's the corners, right???

So....when it says game play will take place from 0800 - 2000...that's 8 am to 8 pm IN MY LOCAL ZONE?? California?

And somebody who plays THIS game with me in NEW YORK will see it as 1100 - 2300??

Is that correct??

Yes. The game log declares if the "first player to complete a plan" has asked for reshuffling of the deck. The assumption, of course, is that if the game log does NOT say that...they did NOT ask for a reshuffling. So when you see a player complete the first plan, immediately check the game...
