All game settings are either official rules / settings or were approved by the game publisher.

You can filter by league in arena, but can only do it from the play now screen (not the game home page). There are still 100 elos in elite by the end of the season, but still. You won't get griefed as much.

It might be against the rules to create a second account to play as an expert with 0 Elo. But I'm not sure. And if it is against the rules, it's likely difficult to enforce. It's against the rules to play ranked games with more than one account, no matter if you do it with 0 elo or 1000 elo. Really...

Sorry, should have been more clear, I said elite because I was assuming he was in elite (said top 100). But it will go to what ever arena level you are at. So bronze with bronze. Or you can do +/- 1 level too.
