What is the process to determine who you are matched up against in Arena? Why am I continuously matched up against 'Elite' players while I'm bronze? Ice Cream Parlor Map

Anyone else finding that the Ice Cream Parlor map is just the strongest of them all and an easy win if you play an average game? I feel like I've won 75% of my games when getting that map no matter how well I play the game.
