https://imgur.com/a/KV0ujsk During Animals 5, created the 1 hex under the Kiosk with European Badger + Expert in Europe, and then tried to play Galapagos Giant Tortoise to the spot, but was not able to. Is this a rule somewhere? I thought I should be able to use the newly created hex with the Outdo...
