Should we be able to accuse at the end of our turn?

For example, if playing a 4 player game, you might ask your final question and now you know who the criminal is. But you have to wait for everyone else to have their turns before you can accuse. In the meantime, the person before you might accuse and win although they had 2 additional pieces of info...

I see there is a difficulty level called 'Open Sea', but I can't find any description of it in the instructions anywhere. Please could someone explain what is meant by 'Open Sea'? Thank you! :?
