not sure if this is a bug: cultist not getting power I expected

I am playing as cultists, and I built a dwelling next to a hex occupied by a dwelling belonging to a player playing as nomads. My opponent auto-declined power and neither of us got any power -- should I have received one power?

Large storage upgrade doesn't discount basic purchaces?

I had a moved planned that hinged on buying mixed fruits with my one remaining coin, discounted with my large storage,but the discount won't apply. Did I misunderstand the rules?
