There doesn't appear to be any restriction requiring your to have played a game to vote for it.

It is just my personal habit not to throw out a vote in categories i am not interested in.

Also don't force us to pick games in every category, there are categories i have played no games in, so why would i vote for them. However this prevents me from voting as you have to vote for every category.

And your post answered it clear, so it depends which out of time player has the move at the time, as they will be the one kicked.

What happens with timeouts when there is more than one player over the timelimit. eg if player 1 is 5 hours over limit, and player 2 is 3 days over limit. If player 3 times out the game, does it depend upon whos turn it was (player 1 or 2) or does the timeout take into account the relative time over...

Agreed, the action to clear the board, should be visible at all times. As an action it is tied to my own board state only and not visible to other players. No reason to force one to wait to re-assess
