This is one of those things that varies between groups, but I would say BGA generally biases toward assuming playable clue versus longer finesse. Skip is a normal way to manage hands. It never means blind play because otherwise the clue receiver would assume it as a bluff, finesse, promise bluff, double bluff, layer or so on. It doesn't matter, does it? Only elo differences are used in the formulas, so it could be +1300 or +10000000, as long as it's the same for everyone.
