So is your interpretation that the game is distributing the skill tokens correctly?

Hi, Just wondering if it is correct that skill tokens are being awarded after they have been exhausted? Example, the end of the game has been triggered and the game shows there are no skill tokens left, yet if a player plays a turn after this warning and completes the conditions to win a skill token...
