I haven't tried, but assume a negative happiness score would become doubly bad (so -3 x2 =-6). So to be fair, it is that high in the tier list because my assumption is you can consistently score 20 in happiness. As 12+12 would be fine but not so high, and anything lower than that pretty bad.
