Yes. They are. Sun side specifically. Their technology track is great and marries with a lot of artifacts and populations. Their ability is bonkers, especially with the yellow machine.

Sun side is much better than moon side. Hof tribal ability is really strong in a long game. Everything else is not great. I would say they are the 4th or 5th best faction. No faction is inherently broken, though Vunktur is probably consistently the strongest.
