I've played nine games in the last two months with no drops...wish I could say the same about Terra Mystica and Agricola.

You can't. Power tokens only move from Bowl 1 to Bowl 2 when you gain power through leech, or income, or whatever. You *can* move tokens from Bowl 2 to Bowl 3, using Conversions. You sacrifice one token for each one you move. The best way to think of it is that tokens in Bowl 1 represent zero power,...
