There are no "dice settings". Each die roll is random with an equal chance for any of the six results. No, tt never equal, it always belongs to a player. Just 20% the games I played have that equal chance. 80% will have 1-2 lucky number belongs to only one player. No 6 or 8, maybe no 10,9...
