Not a bug. The first tie breaker is actually the number of turns as master builder. Your opponent finished the game at least 3 turns before you, so you lost. If you had the same number of master builder turn, then it is the empty spaces count and then the cottages number. I agree the tie breaker in ...

I added a suggestion to have tie breaker info, both to have master builder count but also to help players remember tie breaker rules.
