It's possible you were using a "Pact" card on a "Germany" unit, or vice-versa. The Axis player has 2 factions to manage and, as far as I know, the cards are faction-specific

Playing Hours custom option

Sometimes in other players' turn-based games the turn timer will only count down during certain times of day, but I can't seem to find where to set that when I'm creating tables.
