Why do I get the penalty when screen says other person timed out?

Just played TTR where screen says other person not playing, they have timed out, do I want to expel and then, at the end, I am the one with the time penalty! How did this happen?

Why concede a game?

Hi I am curious to know why someone would concede a game? I understand, maybe the doorbell or a phone rings halfway through perhaps, but why do it at the very end, as has just happened to me, when the scores were just about to be added up?
