Yes I think it is With 3 tori, 4 rice fields, monk, advisor and naishi you can get 89 which is the closest I could get. Lowest is all mountain and one tori. I'm not sure you can end the game that fast but if u use imperial decree and keep retrieving one token you can waste turns. You can also use se...
