No monster pack's Characters in evolution games?

Is there a reason characters belonging to Monster Packs (Cthulhu, Anubis, King Kong and Cybertooth) are not avaible in Evolution games? I can understand why promotional monsters are avaible only without the Evolution rule since they don't have official evolution cards, but since the monster pack one...
