If I recall correctly, the rules specifically state NOT to pass in the initial worker phase and to buy 2 workers.

Does anyone else have a lot of people who just concede a game when they are losing? I keep running into players who quit the games when they are losing, or have already lost. One case was during Can't Stop and i had reached the top rung on my 3rd ladder and before i can claim it they just concede. O...
