Starving during final combat?

Several times I have starved (lost health due to not having food) mid-combat with the final boss. I was wondering if the "delving" phase is maybe happening when the boss transitions to phase two? Is this supposed to happen or is it a glitch? I don't see anything in the rulebook to explain ...
