Why is this a question?
If you don't like the rules of Catan perhaps you need to go invent your own game where you can implement your own feel good rules to suit yourself.

the whole point of this thread seems is that some players are frustrated that reporting doesn't actually lead to anything.

Check out some of the players on #886906426. Interestingly they still didn't manage to win that. One of the profiles has played 536 of their total 549 Catan games with the exact same other player.
