New to the game as got the physical copy at Christmas and thought I would try a Solo game to understand mechanics etc I don't understand why the Wakhan has taxed in two regions they don't rule and if I go to play a a bonus action (Tax) in Kabul that has no ruler I am being asked to pay a bribe to Wa...
