Game options locked?

Just curious if anyone knows why my game options are locked. I used to be able to change them (or at least options were not selected) but now they are locked? I am not a premium member. Just curious if anyone else has noticed this.

Bill is one of the most famous people in human history, alive or dead, erasing him or any historical figure is a slippery slope.
