Is it possible to create tournaments whose description limits participation for national or ethnic groups?

Also bought the expansion pack and I am looking forward to be able to play it here. One of the best game upgrades ever.

In my opinion, Uxmal is excellent as it is. The player who goes second has a number of fairly good strategies to catch up with the first at the end of the 1st week. How does this question go with accurate measuring of a player's strength? Continuing in this logic, we may give to a beginner a 2k rating just to keep him happy.
