So i can build a city in a territory with 3 buildings instead of 4 buildings,if one of them are the sanctuary and all buildings together have 6 might in this case. Right?

why i cant use my mermaid ability. in last game i have a favor tile that say "reduced power to found a town to 6" and a Sanctuary. i have one and two building on each sides of river and it power is 6 ( stronghold, trading post and a house ). So i want to build a town but i cant. P.S. pls ...
