The first tiebreaker is number of unused spaces; you had 5 and second had 4, so you win the tiebreak. If you were tied on unused spaces, it would come down to turn order.

It could be that reports aren’t meant to be viewable by just anyone (though why the link is viewable is odd). Have you read reports on other members? This user was found guilty on five separate reports, between May and December. It doesn’t seem like a one-off thing.

Is there some mechanism to prevent players from repeatedly joining your game and cancelling start? Quitting last turn when you have no action to take seems like the digital version of flipping the table. If you’re so eager to start your next game, open a new tab. Also, when someone quits, the winner only gets fractional elo, compared to full points when the game is conceded. Just be a good sport ...
