There is an obvious solution to the red thumbs issue.
Forcing players to express a vote, either green or red. This will help keeping the red/green ratio low for good/fair players, and raising it for those players who actually deserved the red ones because of their attitude (and not because they won).

The red thumbs system is totally flawed. Totally. I played some 30 matches of Puerto Riko, most of them with 3 players. That makes some 50 unique players I played with. My stats show 14 green thumbs and 5 red ones. Of the 5 red thumbs, I know for sure that at least 3 were only for revenge, or becaus...
