You have to build the card first (it's a blue card), and then you can use it it a later turn for a main action. All blue cards can be used once per phase, so produce to use again.

it might be that you are in the supportive action phase.
otherwise, it's greyed out so you used it already, or you don't have the right cube type.

It's an alright card, but you're not ever really wanting to be speculating on ok cards. You want to be in a position that you can let it pass because something at-least as good is coming around the corner. You would take it if you can immediately play it and it works for your requirements. Probably ...

I don't know why, so no direct answer.
But with issues like this, using the browser F12 Elements window, you can directly mess around with the DOM and CSS, this (for me) is the best way to test layout issues like this.
