The rulebook I use has both extensions, (c) 2002/11/13, Version 231.433.

Nevertheless, I cannot imagine that it has ever been intended to get more than 1 VP for 1 loading when using the harbour together with wharf/small wharf.

Maybe this is simply not translated very well from the original (German I suppose)? The German text on the harbour makes quite clear that you get one extra point per shipment action . Should be correct, and makes sense:

The idea of adding new markers was to reduce the likelihood to draw a pilot banned marker.
The likelihood to draw such marker should be higher in the transport master variant.

Hi I think I understand the questions, but cannot reply in French. In fact in the 2nd edition 4 markers were added. The difficulty "Transport Master" uses all the 24 markers. These "emergency" debts only count for the statistics ("debts taken"). They cannot be repaid. There is no need to do so as they do not score negatively at the end of the game.

I have now added the possibilty to take a fifth debt, in the case that a player has not more than 1 Thaler left. This is intended as a single "emergency" move to make sure a legal move is possible. I have asked Thomas the game inventor about this and he suggests to take 3 VP in this case. Sorry for ...

The rules did not foresee this situation, and that's true for the dev, too. So at the moment you seem to be stuck, that's true. We have to add something there, but what? Eliminate a player in this situation?

The token can only be used once per game, and after using it it is flipped over and looks like a blank token then.
