This is resolved. The answer is that the scenario is only played on the eastern map and the connection through Vienna is on the western map. Of course, this is hard to see in BGA implementation.

I'm in the opening strategic move phase of the USSR 41-44 scenario as Axis, and I don't seem to be able to leave Poland with my strategic move. Although I guess the number of hexes will quickly multiply with 12 maps in the basic set and many more in the many expansions.

I'm really enjoying the BGA version of USE and I'm really excited to see that there are plans for further historical wargames.
